A series of mostly very cold storms, particularly from February 21 onward, have brought February totals to near or above average in many locations, and pushed many communities above average for the entire water year.

Low snow levels were frequent late in the month, with snow levels dropping to around 2,000 feet above sea level during several storms, and non-accumulating snow even reported as low as 1,500 feet on February 25 as daytime temperatures hovered in the upper 30s during rain across many inland valleys. Publishing of storm totals from the past week's series of storms is currently underway. WeatherCurrents' stations in Anza and Pinon Hills both experienced extensive snowfall, both being located at higher elevations. When weather permitted, a fresh coat of snow could be seen on parts of the Santa Ana Mountains above 3,000 feet, as well as the Agua Tibia-Palomar mountains south of the Temecula Valley, and most elevations to the east above 2,500 feet. Storm totals during most days outside of February 25 were not particularly high in general, with the majority of storm activity being showery in nature. As of February 28, many WeatherCurrents stations were experiencing their eighth consecutive day of measurable precipitation. Another storm front was on its way to deliver more rain and mountain snow to Southern California Tuesday evening.

February 2023 was slated to end as a much colder-than-average month, similar to January. The first half of February was milder and drier. The cold and wet weather is forecast to continue into the beginning of March, with high potential for low snow levels again Wednesday as the storm departs and leaves even colder air in its wake. Strong winds have also co-occurred alongside several of the storms in recent days.
